I do look forward to receiving your first announcement for the 2010 Annual Meeting in Hanoi. As you know NNCOLD decided to withdraw our application for hosting the 2010 Annual Meeting, to support the Vietnamese candidacy.
We have now decided to resubmit our application and wish to host the 2011 Annual Meeting of ICOLD at the Olympic City of Lillehammer (Winter Olympics 1994). We sincerely hope that the vietnamese committee will support our candidacy at the voting in Brasilia next year.
I would also like take the opportunity to ask you how you assess the possibilities for us to gain support from the other ICOLD member countries in South-East Asia?

With the coming New Year, on behalf of Chinese Committee on Large Dams (CHINCOLD), I would like to extend my best wishes to you and your large dam committee for a prosperous and blessed 2009. We really appreciate your great help to CHINCOLD and wish to expand our further cooperation in the future.
On June, 2008, Chinese National Committee on Large Dams has printed a book, State of the Art of Dam Construction in China. It was distributed to all member countries during the 76th Executive Meeting of ICOLD in Sofia. If you haven’t got the book or you want to get some more copies, please contact me. We plan to formally publish the book next year. This publication includes papers focus on key problems and new technical development of China’s large-scale hydropower projects in recent years. It aims to introduce the development and achievements on different types of dam construction and the government policies on environmental protection in China. Your comments and suggestions on the book will be highly appreciated.
We’re planning to publish another book on seismic safety of dam projects next year. The performance of dams during the 5.12 Wenchuan earthquake (8.0 on Richter scale), considerations on development of dam projects in seismic area and dam failure cases studies will be included in the book. The experience and cases from your countries on dam safety during earthquake are also welcomed.
Besides, based on the agreement between CHINCOLD and Brazilian Committee on Large Dams (CBDB) which was signed last month, an International Symposium on Rockfill Dams will be held by CHINCOLD and CBDB in October of 2009, in Chengdu, China. The themes of the symposium include:
- General (project introduction, history, cases and experiences of rockfill dams )
- Design and analysis
- Construction material
- Construction method
- Operation, performance and safety monitoring
- Hydraulic issues and river diversion
- Super-high CFRD dams and clay core rockfill dams (H>200 m)
- Earthquake and dam safety of rockfill dams
Technical visit to Zipingpu CFRD which suffered strong earthquake on May 12, 2008 will be arranged. I’ll send the first Bulletin of the Symposium to you soon. You and your colleagues are warmly welcomed to participate in the symposium. If you have any requirements or suggestions, please don't hesitate to contact me.
Finally, CHINCOLD has decided to support Dr. Jia Jinsheng, the past vice President of ICOLD, vice president and secretary general of CHINCOLD, to run for the ICOLD president for term of 2009~2012 and we hope that we can get the support from Committee on Large dams...

I wish you, “A Happy New Year”. EASEC (East Asia and Pacific Conference on Structural Engineering and Construction) has been hosted by the leading group in the field of structural engineering in Asian and Pacific countries. It started in 1986 in Thailand and the last one, EASEC-11 was in Taipei. The hosting countries for the past EASEC are Australia (1 time), China (1 time), Chinese Taipei (2 times), Indonesia (1 time), Japan (1 time), Korea (1 time), Singapore (1 time), and Thailand (3 times). The next one will be in Hong Kong, China. As you can see the EASEC history above, it has been never hosted in Vietnam. This is the primary reason why EASEC International Steering Committee (ISC) seeks for the delegate from Vietnam. ISC members are all requested to attend every EASEC Conference, otherwise ISC will remove their membership (practically two following absence is the criteria). At every EASEC Conference ISC does have a meeting, in which they evaluate every EASEC Conference, make the plan for the future EASEC Conference and do other relevant works such as award, etc.
