It is an honor for the Paraguayan Committee on Large Dams to present Eng. Luis Guillermo VELLACICH as a candidate for the distinguished position of Vice President of ICOLD for the Americas. We are confident that Eng. Vellacich is a highly qualified professional who possesses all the necessary skills, knowledge, and qualities to successfully fulfill this responsibility.

We have full confidence that, under Eng. Luis Vellacich’s leadership, the Americas will have a dynamic and approachable Vice President, committed to strengthening ICOLD’s presence and ideals in our region. Below, we highlight some of the priorities he will pursue if elected to this position:

Eng. Luis Vellacich has been an active member of ICOLD, participating continuously in assemblies and congresses from 2013 in the United States to 2023 in Sweden. Additionally, he successfully led the INCA (National Committee for the Americas) during his presidency from 2018 to 2021, with particular recognition for organizing the second INCA International Dam Safety Seminar, held in Hernandarias, Paraguay, in 2019.

Since he was elected as President of the Paraguayan Committee on Large Dams (CPDP) in 2020, Eng. Vellacich has played a key role in the development of the Paraguay Dam Registry and in the on going implementation of a dam safety law in our country.

Professionally, Eng. Vellacich is a civil engineer specializing in dam safety, with extensive experience in the construction and management of large infrastructure projects. He currently holds the position of Superintendent of Works at the Itaipu Binational Dam, one of the largest hydroelectric plants in the world, where he is responsible for implementing the highest standards in the construction and safety of hydraulic infrastructures.
